Application states

Every state an application can be in, who moves it, and where it can go next.

The application follows a fixed state machine; every transition is audited and an attempt at an illegal transition is refused and audited too.

The Company Administrator can withdraw from any state before a decision. Ineligible, Declined, Exited, Withdrawn, Completed and Closed are terminal (a declined applicant may still request a review within ten business days).
