Decisions, countersign, override and review

Who decides what, and the controls that keep decisions separate from AI and from each other.

Eligibility. The Delegate marks eligible (merit opens, or the open-access tier where offered) or ineligible with reasons. Any staff member can request clarification on named pages.

Merit. A Commercialisation Manager, the Delegate or the Administrator confirms or amends each AI score; an amendment needs a reason and the delta is kept. The application then moves to Decision Pending.

Decision. Only the Delegate decides: accept (cohort), accept (open access), waitlist or decline. Reasons sent to the applicant are mandatory; internal notes are not sent. Acceptance requires naming the Commercialisation Manager who will own the account, and a full cohort refuses acceptance until a place opens.

Countersign. The Administrator countersigns the Participation Agreement after the applicant signs; this is a separate audited permission and the only way to reach Active. Returning an agreement requires a reason.

Override. The Administrator may override a Delegate decision with a mandatory reason; the original decision stays on record and the override is a separate event.

Review. A declined applicant may request a review; the Administrator decides it (uphold returns the application to Decision Pending; dismiss closes it). Reviews are limited to process.

Exit. The Delegate may exit an active company with reasons.
